From what period is it in effect and in what cases is cargo registration in the NCTS system required?

By Government of Georgia Decrees №420 and  №421 of December 17, 2024, Georgia joined two important conventions:

  • Convention on the Simplification of Formalities in Trade in Goods (Single Administrative Document/SAD)

  • Convention on Common Transit Procedure (Common Transit Convention/CTC)
     

This decision takes the country's customs system to a new stage and simplifies cargo movement both towards the European Union and other countries participating in the convention.
 

A transit declaration completed in the NCTS system allows goods to move without additional customs procedures:

  • From a CTC member country to a CTC member country destination;

  • From a third (non-CTC member) country to a CTC member country destination;

  • From a CTC member country through a third (non-CTC member) country to a CTC member country destination;

  • From a CTC member country to a third (non-CTC member) country destination

When is it possible to request registration in the NCTS system?

If cargo is subject to registration in the NCTS system, registration can be requested after an export declaration is issued for the cargo.

What is required for registration in the NCTS system?

For proper and fast management of the transit process, the following documents and details are required:

  • Commercial invoice of the cargo

  • CMR (transport consignment document)

  • Export declaration (from the customs of the sending country)

  • Packing list

  • Driver's passport

  • Vehicle technical passport

Additional information: seal (customs seal) number; transport route, which includes planned transit offices; customs office of final destination; vessel data (if transportation is by sea) – for example: IMO number.

Is it mandatory to obtain customs guarantee for goods covered under NCTS system regulations?

Yes. If goods are subject to registration in the NCTS system, it is essential to obtain customs guarantee for the goods

What does CTC – Common Transit Convention mean?

The status of CTC participating countries provides the opportunity for goods movement to be simplified, fast, and legally protected through a unified transit procedure (NCTS system) in the following countries.

Which countries belong to CTC (Common Transit Convention) member countries:

  • European Union countries (Kingdom of Belgium, Bulgaria, Czech Republic, Kingdom of Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Grand Duchy of Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden);

  • European Free Trade Association (EFTA) member countries (Iceland, Norway, Liechtenstein, Switzerland);

  • Serbia;

  • North Macedonia;

  • United Kingdom of Great Britain and Northern Ireland;

  • Turkey;

  • Ukraine;

  • Georgia.
